nection we would draw your special attention to the

very pertinent considerations contained in the last

three paragraphs of Mr. Brenan's telegram.

Our inclination is not to obstruct new taxa-

tion proposed with view to calling off boycott.

Please telegraph your observations urgently on this

point also.
